PORTLAND, Ore. — March 14, 2006--OnScreen Technologies™, Inc. (OTCBB:ONSC), a leading provider of innovative LED signage technology and solutions, announced today it joined RAINS, a non-profit, public/private organization dedicated to accelerating technological innovation in homeland security and public safety.

 OnScreen’s CEO, Charlie Baker, joins the board of directors with national leaders supporting RAINS' mission, including the Honorable Bob Kerrey, former Senator and 9/11 Commission member and Dr. Richard Andrews, a principal of the National Center for Crisis and Continuity. RAINS is working to strengthen information infrastructure and build awareness about the urgency of increasing homeland security. RAINS believes that critical information infrastructures are under attack and face various threats, which will undoubtedly increase in number and seriousness over time. Founded in Oregon in 2001, it has forged partnerships with federal, state, and local agencies, research universities, technology companies, critical infrastructure providers and a variety of local first responder organizations. RAINS' Connect & Protect(TM) program is a highly secure operational network for alert notification and sensitive information sharing.

The Connect & Protect Program is gaining momentum and national acclaim and was one of five finalists for the inaugural 2004 Mitretek Innovations Award in Homeland Security from the Ash Institute at Harvard University's John F. Kennedy School of Government. This program is a real-world working model for trusted information exchange, supporting the government mandate to move from a "need to know" to "need to share" emergency communications framework.
