ONSCREEN’S REDIALERT™ AND LIVING WINDOW™ LED SIGNS PLAYED CRITICAL COMMUNICATION ROLE DURING DHS’ TOPOFF COMMAND POST EXERCISE

Signs Communicated Evacuation Information and Instructions


PORTLAND, Ore. — June 29, 2006 — OnScreen Technologies, Inc. (OTCBB:ONSC), a leading provider of innovative thermal management solutions for LED displays, semiconductor and electronics packaging applications, announced its participation in last week’s DHS (Department of Homeland Security) tabletop exercise. The Living Window and RediAlert rapid dispatch emergency message signs received wireless alerts and messages through RAINS’ (Regional Alliances for Infrastructure and Network Security) Connect & Protect information sharing software during the virtual terrorist attacks in Portland.

The primary goal of the crisis simulation was to analyze the federal government’s ability to implement its continuity-of-operation plans during simulated weapons of mass destruction attacks on multiple United States cities simultaneously.  The other aim of the project was to test the National Response Plan and honing information sharing among government agencies and private-sector Information Sharing and Analysis centers.

RediAlert signs were placed in various outdoor mock evacuation locations providing up- to-the-minute information during the virtual crisis such as where to go for shelter, medical treatment and water. In addition, situational alerts gave instructions regarding evacuations, street closures and alternative traffic routes.  The Living Window signs were set up inside office building windows to communicate instructions to passers-by about the disaster.

RAINS used the exercise to highlight its concept of cross organizational information sharing through the establishment of trusted communities of interest, “said Ben Berry, executive director of RAINS. “Within Connect &Protect, communities of authorized users assemble in order to permit the dissemination of sensitive information according to information rules unique to each community. Exercise participants not only included private sector users who have been making use of Connect & Protect for years, but newcomers to the system who were quickly added to existing communities.”
